McCulloh HomesMcCulloh Homes/Spencer Gardens is a public housing development spread over twelve city blocks adjacent to the State Center site. The boundaries of the site are as follows: Madison, Preston, McCulloh, King Expressway, Druid Hill, Preston, Pennsylvania, Dolphin, McCulloh, and Lanvale. McCulloh Homes is a family and mixed population development consisting of 970 units. It has an on-site management and maintenance office located in one of the mixed population buildings. Spencer Gardens consists of 20 townhouse units located between Division and McMechen streets.
